KPMG investigated irregularities in procurement and services through the mayor’s office for the Mayoral Outreach Programmes from the Discretionary Fund during the period 12 July to 11 October last year.
KPMG also investigated alleged attempts by the mayor and certain officials and councillors to stop a special council meeting on 11 October as well as the alleged irregular appointment of security companies by the mayor during December last year.
The audit report presents strong evidence supporting these allegations and directly implicates the mayor, Tlhalefi Mashamaite, Cllr Samuel Montane (Technical Services Chairperson), Cllr Malose Tlhaku (Special Projects Chairperson), Corporate Services Chairperson Victor Mashamaite and Chief Whip David Langa.
The council further resolved that their salaries should be suspended from this month and all that all municipal property in their possession like laptops, cell phones and the mayor’s vehicle be returned to the municipality.
The council also resolved that all the money misused should be recovered from them.
Officials who are also implicated in the KPMG report being the Community Services Manager, Merriam Molala and Manager in the Office of the mayor, Asnath Mabusela, will face disciplinary action.  
The KPMG report clearly indicates that Supply Chain Management policy was contravened on numerous occasions.
